2026 Policy Goals

The 2026 Regular Session of the Mississippi Legislature began Tuesday, January 6th, 2026. Through our discussions with members, 3MA has established a list of goals for the session and is now prepared to share our draft proposals.

In the coming weeks and months, we will also begin to publish "Talking Points" guides for our members to use when speaking with legislators or elected officials. Track the progress of each goal in real time using the 3MA Policy Tracker.

2026 Legislative Priorities

Our Policy Goals

These four policy changes are vital to the growth and progress of this industry and the viability of the program for patients. With the help of our members, we are confident we can achieve these goals in the 2026 Session.

Goal 01

Removal of Product Potency Limits

The removal of Product Potency Limits will drive production costs related to cannabis concentrates and infused products down, leading to lower costs for patients. Removing Potency Limits would also increase product variability, allowing producers to craft true medicinal products like RSO for chronically ill patients.

Goal 02

Extending Patient Card Validity (24 Months)

Mississippi has one of the highest patient attrition rates of any medical cannabis program in the U.S., with roughly 37 patients falling out of the program for every 100 patients added. By extending the validity of a resident card, we hope to reduce patient attrition and extend access for rural patients.

Goal 03

Extending Nonresident Patient Validity

Tens of thousands of our neighbors in bordering states visit Mississippi every day for work, education, and to care for family members. These visitors are often cannabis patients in their home states, here for extended periods. Mississippi's current nonresident card process is costly and cumbersome. By amending the process, nonresident patients will maintain access to their medicine during their time in Mississippi.

Goal 04

"Right to Try"

Many Mississippians with chronic or debilitating conditions are still without proper access to the MMCP due to the strict qualifying conditions list. After 3 years of program operations, the list has remained unchanged despite hundreds of requests from medical experts, operators, and patients. By adding "Right to Try" language to the Medical Cannabis Act, certifying practitioners will gain expanded discretion to treat their patients as they see fit.

These policy changes are vital to the growth and progress of this industry and for the viability of the program for patients. With the help of our members, we are confident that we can achieve these goals in the 2026 Session.
